Municipals struggling with new shop concepts

The amount of new shops where Catering, Retail and Logistics join hands is growing. The legislation of municipals has not calculated for these new concepts. Drinking a cup of coffee while shopping for clothes or picking up an online  supermarket order at an off line pickup location are examples of a trend called “Blurring”.

Allocation plan (Bestemmingsplan)

Buildings often have been allocated by the municipal for only one of the three forms of trade, and not a mix. The old fashioned legislation is blocking innovation. Retail isn’t allowed in business areas and Catering and Retail can’t join. Which practically means that entrepreneurs can only promote one activity. For example, for establishing a pick-up location, the cooperation of a municipal is required. If they wish not to do so, all initiative fails.
